Fort Bend County MUD No. 144
The governmental district providing water, wastewater, and drainage service to Summer Lakes, Summer Park, and Waterford Park -- separate from the HOA.
Fort Bend County MUD No. 144 is a political subdivision of Texas that provides water, sanitary sewer, and storm drainage service to Summer Lakes, Summer Park, and Waterford Park. It's governed by a five-member Board of Directors elected by district residents, and is entirely separate from the Summer Lakes Homeowners Association -- water bill and infrastructure questions go to the District, not the HOA.
Current Board of Directors (per the Texas Comptroller's Special Purpose District Public Information Database, 2026 filing):
Ted Teinert -- President
Scott Maham -- Vice President
Jimmy Juhl -- Secretary
James McConn -- Assistant Secretary
Doug Gleditsch -- Assistant Secretary
Meetings. The Board generally meets monthly; per state filings, meetings are typically held at the District's legal counsel's Houston office rather than within the community itself. Agendas and minutes are posted at least 72 hours ahead on the City of Rosenberg's Agenda Center under "Fort Bend County Municipal Utility District No. 144 (Summer Lakes, Summer Park, Waterford Park)."
District consultants:
Legal Counsel -- Schwartz, Page & Harding, L.L.P., attn. John Eichelberger, 713-623-4531
Tax Assessor-Collector -- Wheeler & Associates, Inc., attn. Autumn Clark, 713-934-3196
Auditor -- Forvis Mazars, LLP, attn. Sherri Greenwood, 713-499-4600
Residents have a legal right to petition the Board to hold meetings within 10 miles of the District's boundary -- see the TCEQ Water Districts portal for details.
The District's day-to-day water/wastewater service operator -- who to call for a leak, a new connection, or a billing question -- is not listed anywhere in the District's own state filings as of this writing. The contacts above are the District's outside legal, tax, and audit consultants, not a resident service line -- don't call them for routine service issues. Check a current water bill or the City of Rosenberg's Agenda Center for an update.
